How the cultural sphere of Crimea changed during 10 years of occupation
Ten years of occupation of Crimea are ten years of forced aggressive changes in its cultural space. During this time, it ceased to be a tourist region, lost its scientific potential and recreational appeal, underwent drastic changes in the cultural space, actually becoming a region with one of the longest lists of restrictions and prohibitions in the world space, bypassing even the unrecognized Abkhazia and South Ossetia. Probably, those Crimeans who enthusiastically called for trouble in the form of Putin and the Russian army or quietly waited for the invaders, because "Kyiv was far away, and Moscow was even further," probably did not expect such a result. Far away Moscow very quickly took all the local princes in its grip, without ever thanking them for their services in the form of a waterfall of money.
So why did the cultural sphere of Crimea change over these 10 years, and what did the Crimeans get from Moscow in return from the "terrible oppression of Bandera"?
Let's start with the material part of the cultural heritage, the changes of which are the most obvious. The activity of the invaders in Crimea began immediately after the occupation with the collection of available information on state registers of monuments and passports for cultural heritage sites.
The first thing that the funds were allocated for was the passporting of cultural heritage objects. Occupation organizations led by collaborators used funds to create Russian passports for sightseeing. Information about the activities of the institutions of mainland Ukraine surprisingly disappeared from the information about the research or restoration of a number of monuments. It was replaced by local Crimean organizations, or even attributed to the period of 1952. If the documentation contained materials or objects unknown before 1952, the signature was simply changed under the photo and dated to the time when Crimea was part of the RSFSR. In this way, all Crimean sights were taken into account by the occupying power.
The second step was the introduction of unified registers of cultural heritage objects, where the occupying organizations entered and still enter not only immovable cultural monuments, but also collections of museums, archives and libraries. For now, it can be assumed that all objects of movable cultural heritage are included in these registers. There are generally two of them in the Russian Federation - federal and local.
These steps allowed the Russian authorities to analyze the state of affairs with cultural heritage in Crimea and develop programs for its use. It would seem that such a large-scale database should improve the condition of objects and their management. But, as it became clear immediately after the occupation, cultural heritage is not the basis of Russia's cultural policy in Crimea. Actually, there were no doubts about this before.
In the same 2014, a few months after the invasion of Russian forces, museum organizations received new "recommendations" for further work. They were based on educational and propaganda work, scientific work was defined as non-priority, the rest of the activities depended on the first and main point - propaganda.
In general, the museum staff reacted to these circulars in the usual way, as to another letter about the visit of Leonid Kuchma or Viktor Yushchenko, that is, to prepare the texts of the speeches in Ukrainian, sent the cleaning lady with an inadequate vocabulary away, make a thematic exhibition from the archives, clean the territory, mow the grass, paint the fence.
Unfortunately, their reality turned out to be the same as imagined by the rest of the Crimean museum workers, who left the peninsula immediately after the occupation. Scientific departments were reduced, scientists were dismissed, scientific work did not receive funding. Despite the promise, the Moscow and St. Petersburg museum and academic organizations concentrated all scientific work around them. The Crimeans were given the opportunity to participate in their projects, but they did not take all of them either.
Taking into account the fact that all international projects in Crimea were also stopped, it is possible to state the complete absence of scientific research that would be carried out in our former museums and institutes, with the exception of a few projects, which, however, were also led by Moscow or Leningrad scientists in local museums and universities.
First of all, it is about Tetyana Smekalova's activities at the so-called Tavria Federal University, which she constantly tries to spread abroad to circumvent sanctions, and several other museum projects of the same type and direction. Smekalova's project is high-tech, aimed at the use of space technologies in the creation of GIS products not only for Crimea, but also for the whole of Ukraine. Scientists who work with her laboratory have joint publications with many Ukrainian archaeologists who are constantly working in our south, for example, in Odesa region, and in the east, in particular, in Kharkiv region and Poltava region. In this way, not only real sights of Crimea, but also other regions of Ukraine are added to the database of Mrs. Smekalova.
After the stage of distribution of activities between organizations, the invaders began to modernize and create the military infrastructure of the peninsula. The largest projects here are the Crimean bridge and the Tavrida track. As in the vast majority of post-Soviet countries, in Russia at that time there was a rule of law according to which any construction work must be preceded by archaeological research.
Not knowing Crimean archeology for sure and without even asking Mrs. Smekalova, the Ministry of Defense together with the Ministry of Culture of the Russian Federation estimated that it would take about six months to study all the archaeological monuments that fall into the construction zone of the highway. The contract for protective research was concluded with the general contractor - the Institute of Archeology of the Russian Academy of Sciences. Sergey Vnukov became the scientific director of the work.
A little background. The designers of the Tavrida route studied the topography of the Crimea well and determined that the flattest place on which the road can be laid is the external depression in front of the Crimean mountains, along which they laid the route. It would seem that nothing will interfere with the work. But this is only from the perspective of people who had no idea about archeology and the ancient history of Crimea. The fact is that some Moscow institute was not the pioneer of this path, it was first discovered at least in the Eneolithic period, and probably much earlier. It was along it that the oldest barrows and earth burial sites were built, which were used until the modern era. Settlements also appeared along this path. The planners were probably misled by the flat terrain at first glance, since the Crimean mounds are low, mostly up to half a meter high, the settlement can be traced only by the exits to the surface of the upper masonry stones and nondescript material in the lift, which may not be there. By the way, Mrs. Smekalova knew all this, but probably did not pay attention to it.
So, starting to shave mounds and excavate settlements with a bulldozer, the Institute of Archeology of the Russian Academy of Sciences realized that they would not be able to do it even with this method. The construction of the track slowed down, because at least something had to be dug. Some scientists still had a strange hope that the construction would be stopped and the monuments dug up, but the monuments were demolished with a bulldozer.
How did Russian archaeologists explain their participation in this contract? They still try to justify themselves by explaining that they were saving something there. However, most of them do not mention what their salaries were, even in comparison with the salaries of Crimean archaeologists in the same positions, who were also under contract at the Institute of Archeology of the Russian Academy of Sciences. The difference between the salaries of scientists from Moscow or St. Petersburg and Crimea were three times, and sometimes five times more.
This year, changes to the legislation of the Russian Federation in the construction industry came into effect, according to which archaeological expertise before construction work was no longer mandatory.
The resolution of the Government of the Russian Federation "On the peculiarities of the procedure for determining the presence or absence of objects possessing the characteristics of objects of archaeological heritage" came into force. In fact, mandatory archaeological explorations at construction sites, all urban archeology, as well as research of undiscovered monuments are canceled. From now on, only those archaeological sites that are in the register will be subject to excavation. Excavations of undiscovered monuments remain on the conscience of the builders, that is, they will not actually take place.
This will significantly simplify the process of concluding contracts and tender procedures of the same Ministry of Defense of the Russian Federation, make them less transparent, and therefore less visible. However, it is worth remembering that things extracted from an archaeological layer or complex during the destruction of an archeological site will not disappear without a trace. It is these things that will probably shape our archeology black market in the future, since it is not so big in Russia and does not have direct access to the EU market. In the future, these things can be moved to Europe through the transparent Ukrainian border as contraband.
Therefore, one of the "achievements" of the invaders in Crimea can be considered the destruction of scientific institutions in the field of cultural heritage, the shutting down of international projects as a result of the introduction of sanctions, the transformation of museums into propaganda centers, as well as the formation of a huge black market of archaeological objects mainly in Ukraine with the aim of their further export to the European market, where they will cost much more.
To this list of crimes and violations, it is worth adding the modernization of old and the construction of new military facilities and military infrastructure in the immediate vicinity of monuments of cultural heritage, museums, archives and libraries. In general, taking into account that almost half of all military facilities of the Russian Federation located in Crimea and the south of mainland Ukraine are located in Sevastopol (headquarters, control points, communication nodes, warehouses, military units, etc.), none of the cultural heritage facilities, as well as civilian infrastructure, is protected from destruction there, since Sevastopol itself has been turned into a military target by the invader.
What about the restoration?
Russia has not changed its approach to the restoration of cultural heritage objects since the times of the USSR. They consisted not so much in preserving the object in its historical authentic form, but in giving the object an attractive appearance.
Thus, the Soviet restoration allowed the complete reconstruction of the cultural heritage object. as it happened with Gostinnyi Dvir in Kyiv, after which the monument took on a different appearance and almost completely lost its authenticity, which eventually led to its current state of ruin. Modern world requirements for restoration are based on measures to preserve the monument and minimize any changes to it. Russian requirements for this process remained at the level of the USSR in the 1980s.
The complex of palace buildings of the Crimean Khans in Bakhchisarai was the first to be affected by such a restoration, where the entire roof with ceilings and tiles was replaced, the facade paintings and inscriptions were renewed with modern colors, and the foundations were damaged.
Then there were Sudak, separate towers in Feodosia, Kerch and, finally, Chersonesus. In Chersonese, after the destruction of the suburbs during the construction of the New Chersonese archaeological park, part of the unique archaeological sites that miraculously did not die under the bucket of the excavator, the occupiers decided to rebuild in a new place. In particular, we are talking about the ancient country sanctuary-heroon and the temple on anta. And as Sergey Solovyov, the direct supervisor of these so-called archaeological research, noted in a recent interview with Russian propagandists, the Russians rebuilt these objects even better than the Greeks.
Actually, this expression contains all the tragedy of the situation and of Russian culture as a whole: Russians for some reason are sure that everything done to them is bad, but in their performance or adoption, everything immediately becomes better, from a melody or text borrowed from someone to the construction of ancient sanctuaries.
Despite the fact that during the construction of Tavrida and New Chersonesus, millions of archeological objects were obtained that required in-room processing and restoration, not a single new restoration workshop was created in Crimea by the occupation authorities. Most of the objects were sent for restoration to Moscow and St. Petersburg, from where, most likely, these objects will not return. The rest was restored in our workshops, the best of which were built and equipped in the Tavrian Chersonese National Reserve, in particular, the Packard laboratory, created with the funds of the Packard Humanitarian Fund (USA) within the scope of the large international project of the Institute of Classical Archeology of the University of Texas (head - Prof. J. Carter).
Under the pretext of restoration, the stock collections were prepared for export to the workshops of the Russian Federation. Without going into detail about this process, we note that such a pretext for removal is used by the occupation authorities to avoid using the word evacuation. Measures to prepare for the evacuation of museum collections began to be carried out by the occupiers in Crimea in the spring of 2021. Then a letter was sent from Moscow with an order to draw up plans for evacuation measures, to determine the number and composition of objects, packing materials, transport, fuel costs, storage places, security, etc.
In fact, this order was not carried out either in Sevastopol or in Simferopol, and in the fall of the same year, this activity was stopped altogether. New orders, as operational response, were launched in 2022. In Sevastopol, most of the museums fulfilled them, packing the collections in containers for transportation and preparing them for evacuation, in Simferopol this process proceeded sluggishly at the level of correspondence, which shows, first of all, that the collaborators in the occupation authorities of Simferopol are not eager to give their to the owners, both stock collections from the museums of the Republic of Crimea, and looted goods from the southern regions of Ukraine, obviously saving for themselves for the inevitable rainy day.
In general, with the help of collaborators from the museum and scientific environment, collections stolen from the Kherson Museum of Local History, the Kherson Art Museum named after Shovkunenko, Kherson Regional Archive, Kherson Regional Library named after Oles Honchar, the Melitopol Local History Museum and other regional museums of the southern occupied territories. Also, the stock collection was removed from the funds of the National Reserve “Kamyana Mogyla” (“Stone Tomb”) under the leadership of the collaborator - director of the reserve Mykhaylov and transferred to the museum organization created by the invaders on the site of the National Reserve "Khersones Tavriyskyi" for safekeeping. The "Stone Tomb" reserve itself was declared a branch of the museum in Chersonese, explaining this whimsical association with some common spiritual ties or origins. What is common between the steppe monument, which had a certain period of operation at the time of the formation of a conditional Indo-European community, and the ancient and Byzantine city-state Chersonesus Tavriyskyi is a rhetorical question. As the hero of one movie said, "what do a crow and a school desk have in common?". But it is somehow used in the worldview of the Kremlin leader and will certainly become part of the new Russian ideology created by him.
The only collection that was taken out of Crimea is the items of special storage (especially valuable) from the collection of the Chersonese Tavriyskyi National Reserve. The Chersonesian Spechron was moved to Novgorod in 2023, allegedly for the "Gold of Byzantium'' exhibition. Part of what was exported is exhibited in the museum of the Novgorod Kremlin, the part was immediately sent to its funds.
In addition to these large-scale illegal movements of cultural values, isolated cases of removal of objects of art or archeology are recorded both for temporary exhibition or restoration, and for the purpose of transfer to permanent storage, such as, for example, ceramic pipes from excavations in the Old Crimea, which were transferred to permanent storage to Hermitage
It should also be noted that the insanely huge funds allocated for the restoration of the Khan's Palace in Bakhchisarai or for the creation of New Chersonesus did not in any way affect the rest of the architectural or archaeological monuments of Crimea, which are collapsing due to natural and anthropogenic influences. The complete absence of any activity to protect immovable monuments during hostilities is also very telling. In documents related to preparations for the war, the occupation authorities planned and allocated funds only for the removal of museum collections. According to our data, no money has been allocated for the protection of immovable monuments.
But the occupier caused the greatest damage in Crimea to the only monument of world cultural heritage - the ancient city of Chersonesus Tavriyskyi and its choir.

There is a lot of talk about Chersonesus and its status as a world heritage site. During the nomination and already after the granting of the status, there were a lot of whispers that in fact it has no value, but "the Americans paid because they need it for political reasons." This is not true. And here's why.
Brief history in the context of the criteria of the world heritage site: Chersonesus Tavria was one of the latest ancient colonies, founded in the 5th (according to one version at the end of the 6th) century. B.C. on the northern coast of Pontus and the only Dorian colony. The foundation of Chersonesus around the middle of the 1st millennium BC. connected with a number of different factors, the main of which was the active trade contacts of the Greeks with the barbarian world north of Pontus. Therefore, for two thousand years, this city played together with other ancient colonies of the north, and in the Middle Ages - the only Byzantine city in the region, the meaning of the frontier, in the understanding of the ancient Greeks - the outskirts of the oikumena, which formed the European tribes and states of the forest-steppe and forest of Central-Eastern Europe. the tribes and states of Taurika (Crimea), the nomadic hordes of the steppes of the Northern Pontus, precisely in such a geographical and historical form, as we see in the context of archeology and the ancient history of the entire Black Sea region.
The interaction of Greek cities, forest tribes and states, and steppe nomads created in the east of Europe the historical province of North Pontus from the coast of the Black and Azov seas to the basins of the tributaries of the Dnieper, Pripyat and Desna, which in modern and modern times received a state system and the name Ukraine. The demise of Chersonesus-Kherson falls on the turn of the 14th and 15th centuries, when its role in the processes in the region after the fall of Constantinople and Kyiv was nullified.
The building remains of the city (fortification) of Chersonesus-Kherson and its choirs (agricultural district) have a unique preservation both for the Northern Black Sea region and for ancient monuments in general. The city and the choir were designed and built according to a single clearly observed plan, which corresponds to the urban planning concept of Hippodamus of Miletus, which is still one of the models of the ideal city. The urban development system of Chersonesus-Kherson did not change for two thousand years, the city merely expanded territorially.
Chersonesus-Kherson throughout its existence was also associated with the promotion of transcultural cult practices and religions. Associated with it is evidence of the existence of the cult of Parthenos or the Virgin, which is traditionally Greek and one of the oldest cults in the Greek pantheon, Parthenos being mentioned as the patroness of Chersonesus of Tavria in a number of ancient authors. The spread of early Christian ideology even before its official recognition in Rome, the spread of Orthodox Christianity (Byzantine rite) after the recognition and baptism of Prince Volodymyr Svyatoslavovych of Kyiv in the process of the entry of Russia and its dynasties into the circle of states recognized by Byzantium and the baptism of Russia are also related to Chersonesus-Kherson.
Let us recall one of the main textual documents that characterize Chersonesus Tavriysky - the oath of the citizens of Chersonesus:

The oath was engraved on a marble slab with a cornice and displayed on the main square of the polis, where its fragments were found as early as the 19th century.
This document was created in the III century. B.C. during very difficult events. At this time, we can no longer just talk about a polis - a city-state, but a full-fledged Chersonese state, whose possessions stretched from the northwestern coast of Crimea, almost from Perekop to the Bay of Symbols in the south (Balaklava Bay). The immediate district of Chersonesus on the Herakleian Peninsula was then the nearest chorus of the polis, and the remote territories of Tarkhankut became its distant chorus. There was even a debate among researchers about the possibility of a war between Chersonesus and Pontic Olbia, which could have occurred around this time.
The beginning of the 3rd century B.C. was marked for Chersonesus by significant losses of territories in the north and east. The borders of the Khersonese state were pressed by the Scythians, who advanced to the peninsula from the northern steppes of Pontus. Then a very difficult time of almost continuous wars began for Chersonesus. Therefore, the appearance of this document could be a rethinking of the status of a citizen, increased responsibility for their state, this document was created by patriots of their state. On the other hand, this only emphasizes the importance of democratic institutions in Chersonesus, makes it not only unique in terms of the architectural decision of the city, but also a wonderful example of ancient democracy, unique in the quality of the public organization of the polis.
In fact, all this became the basis for granting Chersonesus Tavriyskyi the status of a monument of world importance (World Heritage Site).
What did Muscovites do with world cultural heritage?
The first few years of violations of the use of the cultural monument of world importance were related to measures to organize it - the construction of large observation decks that distorted the authentic appearance of the monument, the laying of pedestrian paths with wooden flooring, which are in no way compatible with the road pavement traditions in Chersonese, where stone or sea pebbles were always used, the construction of a new entrance group near the tower of Zeno, etc.
Further measures of the so-called beautification already affected the active Volodymyr Cathedral. It was the implementation of a complex of works on the arrangement of communications and the territory around St. Volodymyr's Cathedral, which led to the loss of part of the exhibition area, the violation of integral archaeological complexes by digging trenches. In the future, this will lead to the destruction of preserved and covered with a special soil mixture drawings on the walls of a small cistern, which is located near the St. Volodymyr Cathedral. This beautification continues until now, and in the future it is predicted that its uncontrolled implementation will be carried out on the entire territory of the Kherson settlement.
Having occupied Crimea, Putin began to implement there and, first of all, in Sevastopol, his unhealthy projects of broadcasting "great Russian culture" to the whole world. For this purpose, an open-air theater for an opera and ballet festival was established right on the remains of the only preserved Roman citadel in the Northern Black Sea. Constructions of the stage, decorations, light and sound equipment, audience rows weighing tens of tons lay on the stone remains of the oldest part of Chersonesus, while covering all the "pre-Christian" buildings of the city, which was probably the main purpose of installing this structure.
So the invaders went about committing the most barbaric crime imaginable on an archaeological site. We are talking about the construction of the archaeological park "New Chersonesus" on the site of the ancient suburb of Chersonesus, which was discovered and explored in 2010-2013, in the southern part of the attraction. As a result, more than 80,000 square meters were destroyed. city of world heritage sites. The construction works destroyed the cultural layer, which in some places reached more than 10 meters, the remains of an ancient country temple, the city necropolis with unique burial and memorial structures, layers of ash pits, the remains of suburban complexes together with ceramic workshops (Keramik). All these crimes were sanctioned by Russian archaeologists who allegedly conducted research there in the expedition of the Institute of the History of Material Culture of the Russian Academy of Sciences under the leadership of Sergey Solovyov. The employees of the State Hermitage Museum, the Institute of Archeology of the Russian Academy of Sciences, Russian universities, and the National Reserve "Chersonesus Tavriyskyi" are involved in this crime.
In addition to the fact that the general appearance of the monument was disturbed, which led to the distortion of the ancient landscape, tens of thousands of finds from suburban complexes were removed from Crimea, other tens of thousands ended up in the modern landfills of Sevastopol, where they were transported by dump trucks from the construction zone. Some of them were picked up from these dumps by local residents both for personal storage and for sale on the black market. Thus, soon we will be able to see things from Chersonesus on online auctions.
The executor of these works and the general contractor, like the Tavrida highway, is the Ministry of Defense of the Russian Federation, the management and financing of the works is carried out by the "My History" fund of the Patriarchal Council for Culture of the Russian Orthodox Church, headed by Putin's cleric, and now Metropolitan Tikhon (Shevkunov) of Simferopol and Crimea. The museum-reserve itself, headed by another person from Putin's inner circle - Yelena Morozova, the former director of the St. Petersburg Waterworks is only engaged in helping Shevkunov build New Chersonesus. In January 2024, the latter announced the so-called renewal of the monastery in the premises of the Chersonesus Museum. This means that the museum will be moved out of all its premises to newly built ones on the site of the destroyed part of the monument in New Chersonesus.
Actually, Putin's plan has almost been implemented. Chersonesus Tavria destroyed. The authentic museum was turned into a monastery, the most valuable things were exported to the Russian Federation, the evidence and building remains of the ancient democratic polis were closed for exhibition. Instead, a fake was created - the so-called New Chersonesus, which will shine with gold and new paint, with smooth green lawns, fountains, Chinese towns and a temple with a dome that will open like in James Bond movies. The hero of Colonel Isayev, who seems to have completely lost his sense of reality, created a new reality.
The purpose of such a reality is not only to create a personal comfortable space for the new world leader. Not at all. It is from there, from this place, that he will promote his new ideology to the whole world, explain that there are no Ukrainians, that Orthodoxy exists only in its Russian version, that Russian culture is great and majestic, and it is it that must save the world.
By now, all preparations for claims to world domination are almost complete. This fraudulent wrapper of Shevkunov, wrapped by Russian propagandists in a beautiful wrapper of a significant cultural, scientific, museum, worldview and socio-political event will be broadcast to the whole world. Putin will try to show that all our accusations of barbarism and savagery, of destroying the foundations of culture, destroying cultural heritage, stealing values, and using culture for ideological purposes are not worthy of attention. Probably, not only political leaders will be invited to this event, but also heads of world churches and religious organizations, opinion leaders and artists.
What should be our actions?
First of all, we need to create a communication strategy so that Crimeans, the rest of the Ukrainian world, and the Western world have a more or less safe and accessible opportunity to receive information from us, and not from agents of the Kremlin's influence. In our time of the fourth industrial revolution, it is quite possible to do it quickly and not for all the money in the world. The same information should be conveyed to the residents of the Russian Federation, as it is possible that they may eventually become the trigger for the collapse of the federation.
